Thank you for taking the time to review the 2021 annual report for UW-Parkside Police & Public Safety Department. This report reflects our ongoing efforts to keep you informed of our initiatives to ensure your safety and to provide you with statistics and information regarding various university resources available to you.
2021 was another unique year as we navigated year two of COVID and its variants. We began to see a transition back to in-person living and learning and campus events. As students and staff transitioned back to campus our department was able shift from remote training to providing in-person educational training classes and community outreach events again. An example of some of these programs were: Coffee with the Cops, Policing & Social Justice, Better Policing with LGBTQ+ Community, Active Assailant training, Self-Defense, and many more. See full list further in this report.
In 2021 we hired one full-time police officer and three Community Service Officers (CSO’s). Our officers attended numerous training classes during the year to broaden their knowledge and assist them in providing the best protection and service possible to the campus community. An example of some of the trainings include: De-escalation, Intervention & Force Mitigation, Response to People in Crisis, Recovering from Racial Inequities Produced and Exacerbated by COVID-19, Fair & Impartial Policing, Harassment & Discrimination Prevention, and many more. After winning the Inaugural UW System Board of Regent’s University Staff Excellence Award in late 2021 for the You Have Options Program, the grant money that accompanied the award is slotted for branding and awareness of the YHOP program. The goal is not only to include the training, explanation and promotions of the YHOP program across all of campus, but also specifically logo recognition. The university should become very familiar with the YHOP logo so they know where to go to access the program when it is needed. Doing this requires saturation of the logo across campus and at housing. Marketing and promotion of the YHOP program is anticipated in the form of promotional items and giveaways as well as semi-permanent banners on campus and at housing, resource links for YHOP on our page, SHCC page, DOS page, Housing page and Title IX page.
Our department is involved in programs and activities throughout campus such as Coffee with a Cop, Policing and Social Justice social media discussions, Self-Defense classes, Active Assailant Classes, etc. All of these programs are valuable to both the UW-Parkside Police Department and the community it serves. Our goal is to continue to increase our programming and the officer’s involvement in them. We will strive to train, educate and make a smooth transition while implementing newer officers into these programs and activities as our seasoned officers prepare to retire. UWPPD wants to make sure that the services, outreach and programming this University has come to expect continues with the same dedication and integrity for years to come.
UWPPD takes pride in employee retention. The majority of our officers have spent their entire law enforcement career with UW-Parkside. Our Community Service Officer Program is a major stepping stone for students when they desire a future career in law enforcement. Students often start at UWPPD as parking enforcement and special event traffic control and often work their way towards dispatching with our department. If the student is interested and obtains department approval, students can request to be sponsored by the UW Parkside Police Department and sent to the police academy. Upon graduation from the police academy, the student will be trained as a part time police officer for UWPPD while they finish school. Students who have taken advantage of this opportunity have gone on to work at the Kenosha County Sheriff’s Department, City of Kenosha Police Department, Mount Pleasant Police Department, Racine Police Department, Caledonia Police Department, and many other departments in neighboring cities as well as neighboring states. Our goal is to recruit ambitious and dedicated students in order to aid their future careers and, in turn, continue to grow and retain our UW-Parkside family.
Student safety is always one of our top priorities. Often times, UW-Parkside students come from other cities, states, or even countries. It can be an adjustment for students who are not familiar with campus life or life in the United States to adapt to these new expectations. We also recognize the anxieties and trepidations parents may have when sending their child into unfamiliar territory. Our goal is to bridge that gap for these students and give them an easily accessible video prioritizing “Staying Safe on Campus.” While working with officers, student workers, and other departments on campus, we have been developing a safety resource video intended for incoming students and their parents that will be released in Fall 2022.

Breast Cancer Awarness

Officers at UWPPD purchased pink badges to show support for Breast Cancer awareness throughout the month of October. The manufacturer donates ten percent of the proceeds from all pink badge sales to the National Breast Cancer Foundation, Inc.

National Drug Perscription Take Back Day

Officer Walkowiak assisted during National Drug Prescription Take Back Day where local residents where able to safely dispose of prescription drugs and receive free NARCAN training and additional local behavioral health resources.
